I've had several occasions where i've been matched with teammates of very low or very high skill levels, and there doesn't seem to be a proper balance between the teams. I don't consider myself a pro at shooters, but i'm also far from being a noobthis definitely makes the ranked mode unplayable. Has anyone else had this experience?

It probably is, but it's a known thing that mmr in this kind of game can fluctuate a lot due to people picking different characters. The useless widow player on your team might be a godlike magneto player who is just on a different role, and the game has no way to deal with that.
